Week 3 Summary
The week ending February 1st was the last full week of public hearings on policy issues. Although the cutoff for bills to be voted out of policy committees isn't until February 8th, much of the committees' time next week will be devoted to executive action on bills previously heard in committee. Bills still requiring a public hearing at this point are in jeopardy, unless they become a priority for leadership or are necessary to implement the budget.
At the present time, our B&O tax bill (SB 5758) is not yet included in an agenda for the Ways & Means committee. Although it would be better to be scheduled early, we have known all along that the nature of our issue is one of backroom negotiations. We have confirmed that there is sufficient support for the policy to get the bill out of committee, but it is the prioritization of the budget process that remains the primary obstacle. We need to continue to provide support to Senator Murray in order that he will be willing to make this his top request of leadership, and provide the broad cover to ensure that the issue is not set aside due to expressed concerns by legislators who might misunderstand our industry and the benefits we provide.

Washington Association Wins National Awards
The Staffing Association of Washington was honored at Staffing World 2007, the annual convention and expo of the American Staffing Association, held Oct. 9–12 in San Antonio. SAW received a merit award for its outstanding programs and chapter efforts in 2007. It also received a merit award for its outstanding legislative efforts.
SAW president David Gibson, CSP accepted the awards from ASA chairman Pat Rohe, partner at Custom Staffing.
The American Staffing Association evaluated state associations on their support of the staffing industry through chapter meetings, special events, educational seminars, and community outreach efforts.
State staffing associations that won legislative merit awards were those that took positive and effective steps to make sure legislators understand the role of flexible jobs and how the staffing industry benefits the economy. These steps included face-to-face meetings, testimony at legislative hearings, letter-writing campaigns, state capitol hill days, and political activities.
SAW is a statewide association of staffing companies in Washington. The staffing industry in Washington employs 191,059 temporary and contract employees per year.
ASA represents the $87 billion U.S. staffing industry. Member companies operate more than 15,000 offices across the nation and account for 85% of U.S. industry sales.

What is WSPAC?
What is the Washington Staffing Political Staffing Committee?
WSPAC is a Political Action Committee dedicated to the staffing industry and its interests. A Political Action Committee is an organization formed by a corporation, labor unions, or associations to raise money for political activity. Funds are gathered by voluntary contributions from members, employees, shareholders and other interested parties.
What are the goals of WSPAC?
The goal of WSPAC is to educate and promote the staffing industry to assist current elected officials in the Washington State Legislature and candidates running for state offices who support staffing industry issues. Additionally, WSPAC has been formed to give financial support to the campaigns of legislators and potential legislators that recognize the benefits the staffing industry makes to Washington's business and employment climates.
Who will WSPAC benefit?
WSPAC will benefit the staffing companies in Washington State, their clients, and their employees. A favorable business climate creates the economic environment in which new jobs are created and employment opportunities are increased for workers. The flexible workforce that staffing companies offer to businesses allows companies to flourish as they reach their most competitive levels. A healthy job market benefits Washingtonians all over the state.
Where will WSPAC benefit the industry?
We believe that legislators who understand our industry help our industry. The benefit to the industry will be having state officials that understand the need for a healthy business environment in Washington, and who appreciate the critical role that staffing companies play. Our recent experience shows that legislators who know us ask us for our input when bills are introduced that stand to impact our businesses and the way in which we do business.
Why should you contribute?
You should contribute because your business and the staffing industry play a key role in the economic health of Washington and its workers. Our industry has been under attack for the last three and the trend is gaining momentum. Labor-supported groups propose legislation that would negatively affect us and fundamentally change the way we do business if it were to pass.

Now! With the shifts in control of both the House and the Senate, it is more
important than ever that we have people in office who understand and support our
issues..
2006 is an election year for both the House and the Senate. Now is the ideal time to contribute so that we can support the legislators that support our industry, as well as candidates seeking office who will support our issues. We all have the power to make a positive change that will ensure the health and safety of Washington business.
